Auditor/Accountant
JOB DESCRIPTION
Perform a variety of intermediate to advanced level accounting assignments according to established accounting principles and procedures. Performs accounting functions such as accounts payable, warrant processing, payroll, and fixed asset control. Duties include: reconciliation of various accounting records in computerized and manual accounting systems; preparation of expenditure, revenue, budget, cost analysis, and assist with the preparation of the annual fiscal report. A key focus of this position will be the performance of on-site fiscal reviews of contracted service providers. Reconcile fiscal data reported by contracted service providers and verify the accuracy of cost allocation methods used to compile the quarterly revenue and expenditure reports
JOB FUNCTION
Essential duties and responsibilities include the following:
Perform on-site fiscal reviews of GCBH contractors and perform a variety of account reconciliations to test the accuracy of fiscal data reported on the quarterly revenue and expenditure reports. These reports may include sub-recipient monitoring of Federal Block Grant data, testing for third party revenue collection, or special projects as assigned.
Assist service providers and provide training on complex changes to reporting which may occur. Assist in development of an RSN fiscal training manual to assist service providers in reporting financial information.
Records, balances, and classifies income and expenditures to proper accounts. Prepares revenue and budget reports and reconciles reports against actual income and expenses. Reconcile accounting data in computerized and manual record keeping systems.
Collects, compiles, and summarizes monthly inpatient hospitalization cost information from the State DSHS website for use by management and the GCBH Board of Directors. Prepare special reports and surveys which occasionally are requested by the State of Washington Social and Health Services. Assists finance manager with completion of quarterly or monthly financial reports and the yearly annual financial report for GCBH.
Assist with budget development and oversight, grant accounting, expenditure and revenue forecasting as well as assuring fiscal contract requirements are met by all GCBH service providers.
Assist in developing procedures and policy to insure compliance with state and federal regulations. Remains current on grant regulations such as A-87, A-128, and A-133.
Assists in developing procedures and reporting formats to establish or improve specific accounting processes.
Be cross-trained in voucher processing, payroll preparation, and payroll tax reporting.
Remain current on GCBH employee benefits including medical, dental, and retirement reporting.
Maintain inventory and fixed asset recording system.
Analyzes manual and computerized financial record keeping systems to recommend improvements to meet accounting objectives.
Remains current on state and federal regulations affecting operations and advises management of any applicable changes in policy to reflect revised regulations.
Draft, type, and edit correspondence, memorandums, and reports.
Understands and adheres to the GCBH Code of Conduct and Employee Handbook.
Under the direction of the Finance Manager, perform other duties as assigned.
QUALIFICATIONS

Must have a thorough knowledge of generally accepted accounting and auditing principles.
Thorough knowledge of double-entry bookkeeping and intermediate accounting principles and procedures.
Knowledge of governmental accounting, grant accounting, and have experience using the Washington State BARS accounting and Budgeting system.
Knowledge of computerized accounting/voucher/fixed asset systems.
Familiarity with various PC software packages; proficient in word processing and spreadsheet applications.
Skill in the application of bookkeeping and accounting principles to prepare accurate and timely financial statements, annual reports and detailed account records.
Ability to read, understand and apply state and federal regulations.
Ability to organize and prioritize accounting projects to meet deadlines and demands of workloads with a minimum of supervision while maintaining accuracy and attention to detail.
EDUCATION AND WORK EXPERIENCE
Four year degree in accounting, business administration or finance. A minimum of Five years experience in the field of accounting and or auditing. Must have a general knowledge of governmental accounting and be able to perform duties in a professional manner when unsupervised. Work experience may be accepted in lieu of college degree depending on skills and years of performance.
Starting Salary ($4,113-$4,721 per month) per month DOQ.
